The Corrupted Mayor and his town

The mayor is ambitious for money and power, and there a racketeer brings a deal to him. They will need to sell the rat poison in order to gain the money the town and the prerequisite is to let the rats blooming in the town. The racketeer brings the rat show to the town, and he sells all of his products, yet the rats are going overwhelming to the town. The town is out of control and everywhere is bitten by the rats.
